Le président Barroso lève le voile sur sa nouvelle équipe
José Manuel Barroso, président de la Commission européenne, a annoncé aujourd'hui la répartition des portefeuilles pour la prochaine Commission. Le président a mené des consultations approfondies avec l'ensemble des commissaires désignés pour faire en sorte que chaque dossier soit confié à la personne adéquate. M. Barroso est convaincu que cette équipe sera à même de réaliser le programme de changement défini dans les orientations politiques qu'il a présentées en septembre à la suite de sa désignation par les 27 États membres et avant l'approbation de sa reconduction à la présidence de la Commission par le Parlement européen.
Le président Barroso a déclaré: «Nous avons un programme européen, et nous avons désormais une équipe européenne. Sur la base des désignations décidées par les États membres, j'ai cherché à composer un Collège capable d'engendrer des idées novatrices et de susciter un nouvel élan face aux défis majeurs auxquels l'Europe est confrontée aujourd'hui. Ce Collège mettra en œuvre les orientations politiques que j'ai présentées au Parlement européen. Il apportera, j'en suis sûr, une contribution déterminante au redressement de l'Europe et à l'établissement d'une économie sociale de marché qui soit durable et au service du citoyen. J'ai constitué une Commission forte à même d'assumer le rôle renforcé que l'Europe est appelée à jouer, notamment sur la scène internationale, en vertu du traité de Lisbonne. L'une des tâches essentielles de ce Collège sera de donner vie aux nouvelles opportunités prévues par le traité de Lisbonne. Les commissaires désignés se présenteront lors des auditions devant le Parlement européen qui auront lieu en janvier prochain. Dès que le Parlement aura donné son approbation, il sera temps de se mettre au travail et de produire des résultats pour nos citoyens».
Le nouveau Collège comptera sept vice-présidents, dont Mme la vice-présidente Catherine Ashton, qui occupera également le poste de haut représentant de l'Union pour les affaires étrangères et la politique de sécurité après l'entrée en vigueur du traité de Lisbonne le 1 er décembre prochain. Trois des vice-présidents seront des femmes. Le nouveau Collège comptera 27 membres, dont le président Barroso, soit un par État membre. Il comprend neuf femmes. Les membres du Collège sont issus de différentes familles politiques, notamment le Parti populaire européen (PPE), le Groupe de l'alliance progressiste des socialistes et démocrates (S&D) et l'Alliance des libéraux et des démocrates pour l’Europe (ALDE). Quatorze membres, dont le président, sont déjà membres du Collège sortant.
Le président Barroso a donné un nouveau look au Collège pour son deuxième mandat. Il a annoncé la création de plusieurs nouveaux portefeuilles: Action en faveur du climat (Climate Action); Affaires intérieures (Home Affairs); et Justice, droits fondamentaux et citoyenneté (Justice, Fundamental Rights and Citizenship). Il a également reconfiguré plusieurs autres portefeuilles: Éducation, culture, multilinguisme et jeunesse (Education, Culture, Multilingualism and Youth); Politique en matière de santé et de protection des consommateurs (Health and Consumer Policy); Industrie et entrepreneuriat (Industry and Entrepreneurship); Recherche et innovation (Research and Innovation); Coopération internationale, aide humanitaire et réponse à la crise (International Cooperation, Humanitarian Aid and Crisis Response). Un nouvel accent sera placé sur l'intégration dans le cadre du portefeuille «Emploi, affaires sociales et intégration» (Employment, Social Affairs and Inclusion), et l'«Agenda numérique» (Digital Agenda) recevra une attention renouvelée.

Mme Ashton sera la première vice-présidente. Toutefois, compte tenu de ses fonctions spécifiques, notamment au sein du Conseil, le remplacement du président en l'absence de ce dernier sera assuré par les autres vice-présidents, selon l'ordre de préséance établi par le président. Cet ordre de préséance est le suivant: Viviane Reding, Joaquín Almunia, Siim Kallas, Neelie Kroes, Antonio Tajani, Maroš Šefčovič.
Prochaines étapes
La nouvelle Commission doit obtenir l'approbation du Parlement européen avant de prendre ses fonctions pour un mandat allant jusqu'au 31 octobre 2014. Les commissaires désignés seront auditionnés individuellement devant les commissions parlementaires entre le 11 et le 19 janvier. Le vote approuvant la nouvelle Commission dans son ensemble est prévu pour le 26 janvier. Sur la base de ce vote d'approbation, la Commission sera nommée par le Conseil européen. Elle peut ensuite commencer à travailler.
Son travail se fera sur la base des orientations politiques pour la prochaine Commission que le président Barroso a présentées en septembre dernier et dans lesquelles il soulignait la nécessité d'un leadership européen qui façonne la mondialisation à l'aune des valeurs et des intérêts de l'Union. Prenant comme point de départ l'interdépendance au niveau mondial, le président a défini un programme de changement, pour une Europe plaçant les personnes au cœur de ses préoccupations. Il a mis en avant cinq défis majeurs auxquels l'Europe était confrontée:
relancer aujourd'hui la croissance économique et garantir pour demain la durabilité et la compétitivité à long terme,
combattre le chômage et renforcer la cohésion sociale,
faire du défi d'une Europe durable un avantage concurrentiel,
assurer la sécurité des Européens,
renforcer la citoyenneté et la participation européennes.
Les priorités pour relever ces défis seront définies au sein d'un cadre décennal proposant une vision pour l'UE en 2020, donnant une nouvelle impulsion à l'économie sociale de marché fondée sur l'intégration, qui est la caractéristique du mode de vie européen. La répartition des portefeuilles a été pensée de telle sorte que ce programme ambitieux puisse être mis en œuvre.
Dans la lettre qu'il a adressée à chaque commissaire en fixant leurs nouvelles responsabilités, le président Barroso a souligné le rôle moteur de la Commission dans les efforts que l'UE devra consentir pour relever les défis de demain, ainsi que les nouvelles opportunités prévues par le traité de Lisbonne. Il a réitéré son engagement en faveur d'un programme de réglementation intelligente qui respecte les principes de subsidiarité et de proportionnalité en créant une valeur ajoutée manifeste au niveau européen, qui accorde une attention particulière à la bonne gestion financière et qui respecte pleinement le code de conduite des membres de la Commission européenne. Il a également souligné la nécessité d'un partenariat fructueux avec les États membres et les autres institutions, notamment avec le Parlement européen.

Note on the Vice-Presidencies: Baroness Catherine Ashton will be the 1 st Vice-President. However, having regard to her specific functions, notably in the Council, the replacement of the President in his absence will be assured by the other Vice-Presidents, in the order of precedence defined by the President.
